Update: Sex offender jailed for comment to minor

A convicted sex offender identified as a repeat offender on the North Carolina Sex Offender Registry was jailed again Thursday night, accused of following a young girl around a Shallotte business and asking her “an indecent request,” according to police.

Joseph Frederick Michel, 37, was booked into the Brunswick County jail at 8:18 p.m. on a charge of indecent liberties with a child.

Shallotte Police Sgt. Edwin Marti said Michel was arrested after it was reported he'd spoke to the girl, who was under the age of 10, Oct. 14 at a retail store.

“He used inappropriate language and conduct and made an indecent request for the juvenile to perform,” Marti said.

Marti said the girl thought Michel was following her around the store, and when he approached her and said something to her, she told her parents. Her parents then informed the management of the store and also called police.

According to the state's Sex Offender Registry, Michel must register as a sex offender where ever he lives for the remainder of his life. The site also lists Michel as among 173 sex offenders living in Brunswick County.



N.C. Department of Corrections records indicate he was convicted in Cumberland County of three counts of indecent liberties with a 6-year-old child in 2001 for which he received probation.

His probation was revoked in February 2005 after he was convicted of an additional charge of indecent liberties, and Michel remained in prison until January 2008, according to DOC records. The records show he was also convicted in September 2011,in Brunswick County of using a social networking site – behavior prohibited by law for registered sex offenders and in December 2011 of failing to register as a sex offender. In those cases he received probation.

Michel, whose home address is listed on the Sex Offender Registry as 1760 Ocean Haven St., Ocean Isle Beach, and in the Brunswick County jail record as 1751 Hideaway Road, Ocean Isle Beach, is being held on $150,000 bail.

Michel's brothers Dan Noble and Gary Wallace called the StarNews on Friday afternoon to say their brother has the mind of a 6-year-old and suffers from fetal alcohol syndrome and down syndrome.

“He's mentally incompetent. He's been locked up in mental institutions for four and five years.There's no reasons to put his picture in the paper, he's mentally retarded. He's like a child,” Noble said.

He said Michel ran away from home earlier this week and was arrested by police while on “suicide watch” at the hospital.

The incident happened in Walmart in Shallotte, said Noble, and it wasn't sexual.

“He asked her what color were her panties,” he said.

Wallace said that statement was also what led to his earlier convictions. Michel's modus operandi, according to the family, is to ask little girls what color their panties are.

“We don't condone,” Wallace said, “I wish he'd stop doing it, but he's mentally sick.”
